Standing up a carrier means five or six separate registrations, and only two of the figures are actually fixed in the regulations. This separates those from the ones you have to quote, so you know which numbers to trust and which to go and check.

What it checks

Seven lines, split into the ones with a regulation behind them and the ones with a jurisdiction or a market behind them. The UCR fee is in §367.50. Everything in the second group varies by state, by weight or by your own declared mileage, and any site quoting a single national number for those is guessing.

Worked example

A single-truck for-hire carrier taking out new authority: the federal application, UCR at bracket one ($46), a BOC-3 filing, an apportioned plate quoted by the base state, the IFTA licence, and the heavy vehicle use tax if the truck is over 55,000 lb. That is a four-figure first year before insurance — and the plate is most of it.

Switch off the optional lines that do not apply to you. A private carrier hauling its own goods needs no authority and no BOC-3, and the total falls sharply.

The rules behind the fixed lines

49 CFR §367.50 sets the UCR fee by bracket. §387.9 sets the minimum public liability at $750,000 for non-hazardous property. §390.201 is the registration itself, filed on MCSA-1 (the URS online application).
