What each of these costs to stand up.
OpenThese are not two versions of the same thing. One identifies you for safety oversight; the other permits you to be paid for moving somebody else's freight. Plenty of legitimate carriers hold the first and will never need the second.

Everybody in the shaded column. It is how FMCSA knows who is answerable for a truck, how inspections attach to a carrier, and how your CSA record accumulates. It costs nothing to keep beyond filing the 24-month update, and missing that update deactivates it.
Only if somebody else pays you to move their regulated freight. It brings the $750,000 liability filing, the BOC-3, and a protest window before it goes active. It also brings a monthly insurance bill that is usually the largest fixed cost a new authority carries.
The exempt-commodity exception is narrower than people hope. Unprocessed agricultural products are exempt; the same product once it has been processed usually is not. If you are relying on it, get the classification confirmed rather than assumed.
